Representatives from the Province and BC Housing led delegates in a session exploring land-use tools available to local governments to support the development of affordable housing and rental housing in their communities in a session today.

One of the newest such tools available is the Residential Rental Tenure Zoning legislation enacted by the Province in April. The legislation provides local governments with the authority to zone for residential rental tenure. The legislation also empowers local governments to enact zoning bylaws that require new housing in residential areas to be developed as rental units and ensure that existing areas of rental housing are preserved. The new rental zoning authority can only be used where multi-family residential use is permitted and may be applied at scales that range from an entire city block to a percentage of a building. The zoning tenure is designed to be combined with pre-existing land-use tools such as density bonuses and housing agreements.

Also included in the session was the announcement of a Land-use Best Practices Guide that will be released in October by the Ministry of Municipal Affairs and Housing. The document will offer practical policy direction, regulatory frameworks, and financial tools to help local governments of all sizes to deliver affordable housing.

The presentation was followed by small-group discussions focused around local approaches. Delegates shared experiences of trying to lower the cost of rental housing and concerns regarding the impact of increasing density in neighbourhoods and reflected on potential opportunities, such as the use of DCC’s, for reducing the cost of housing.
